Are power lines underground on Florida's Space Coast?
Some are. FPL's standard service in Brevard County is overhead on wood poles. Underground distribution is common in newer subdivisions because the developer paid for it, not because Florida requires it.
Buyers moving to the Space Coast from the Northeast and Midwest ask about hurricanes constantly, and they almost always ask the wrong version of the question. The useful question is not "will the power go out." It is "how long, how often, and does this specific street have poles or pad-mounted transformers."
That answer is knowable before you write an offer, and it is one of the few things about a Brevard County property that you can check with your own eyes from the curb. Here is what actually governs power delivery on the Space Coast and what a buyer can verify.
Who provides electricity in Brevard County, Florida?
Florida Power and Light. FPL's retail electric tariff, in the section listing communities served, names Melbourne, Merritt Island, Rockledge, Cocoa Beach, Satellite Beach, Indialantic, Indian Harbour Beach, Melbourne Beach and unincorporated Brevard County, among others.
Viera and Suntree are not named individually because they are unincorporated communities. They fall under the unincorporated Brevard listing. That is the same reason a Viera address prints as Melbourne or Rockledge on your mail.
There is no municipal utility or rural cooperative serving any Space Coast city. The Florida Municipal Electric Association's member list of 33 municipal utilities statewide contains no Brevard County city. If you buy on the Space Coast, FPL is your provider. Confirm your specific address with FPL, since a tariff lists communities rather than parcel boundaries.
What is FPL's Storm Secure Underground Program?
Florida law, at Section 366.96 of the Florida Statutes, requires each public utility to file a ten-year storm protection plan with the Florida Public Service Commission. The statute defines that plan as overhead hardening, increased resilience, undergrounding of distribution facilities and vegetation management. The Legislature's own finding in the statute is blunt: most extreme-weather outages in Florida are caused by vegetation blown by the wind.
FPL's Storm Secure Underground Program sits inside that approved plan. Neighborhoods are selected using criteria approved by the Public Service Commission, including outages during hurricanes and vegetation-related outages. There is no upfront cost to the homeowner. Costs are recovered from all customers through a monthly storm protection charge.
FPL reports that as of its March 2026 annual reliability release, 85 percent of its main power lines are hardened or underground, 97 percent of its transmission structures are steel or concrete, nearly 2,000 miles of overhead neighborhood lines have been moved underground through the program, and roughly 17,500 miles of overhead distribution lines are cleared of vegetation each year.
Do underground lines actually hold up better in a hurricane?
Better, yes. Immune, no. FPL reports that underground neighborhood lines performed about five to 14 times better than overhead counterparts during the 2024 hurricane season, and roughly 50 percent better on a day-to-day basis.
What I appreciate is that FPL publishes the downsides just as plainly, and every Space Coast buyer should read them before assuming underground means invincible:
- No electric grid can ever be 100 percent outage-proof.
- Underground lines can still fail, primarily from flooding.
- Diagnosing and repairing an underground problem can take longer than an overhead one.
- Most service originates from main overhead lines, so a home on underground service still loses power when the upstream overhead line goes down.
That last point matters more than anything else in this post. A Viera or Suntree subdivision with buried lines still depends on an overhead feeder somewhere upstream.
Why do newer Space Coast subdivisions have buried lines?
Because someone paid for it. FPL states that its standard service is supplied by overhead lines on wood poles. Underground in a new subdivision is an upgrade, provided on request in recognized residential subdivisions of five or more building lots, with the customer or developer paying the difference between the overhead and underground estimates.

Many developers work with the utility companies to bury lines when they are first planning a new neighborhood, and the added cost is typically included in the price you pay for a new home. FPL puts the basic cost difference at usually about a third more than overhead. Front easements are required for new construction, and developers are told to contact FPL before the platting process so easements make it into the plat.
One thing I will not tell you, because I cannot confirm it: that Brevard County requires underground utilities in new subdivisions. The county's final plat ordinance requires dedication of public utility easements but does not mandate underground electric. FPL's own framing is the honest one. The FPL Power Tracker FAQ is worth reading because it says clearly what the map will not do. For safety and security reasons it does not display outage information for specific street addresses and will not zoom to a street-level address. It does not track flickers or brief interruptions. During a hurricane it enters storm mode and stops showing real-time information for affected counties during the initial phases of restoration.
For utility-level data, the Florida Public Service Commission publishes annual electric utility distribution reliability reports with archives going back to 1997. In the Commission's 2022 review, FPL's average system outage duration was recorded at 46 minutes for the year.
Converting an existing home is possible but expensive. FPL charges a flat fee of $651.49 for an individual overhead service drop conversion, plus your electrician, permit and trenching. Converting a whole neighborhood runs anywhere from $500,000 to more than $4 million per mile, generally requires unanimous easement agreement, and FPL will only convert if one full block or more converts at the same time.
