Why are some Space Coast condos harder to finance than others?

Financing follows the building, not just the buyer. On Florida's Space Coast, a Brevard County condo can be denied because the association has not completed its milestone inspection or reserve study, even when the buyer qualifies easily.

Buyers shopping oceanfront and riverfront condos in Cocoa Beach, Cape Canaveral, Satellite Beach, and Indialantic run into the same wall over and over. They get preapproved, they find a unit, they write a clean offer, and then the loan dies for a reason that has nothing to do with them. The building did not qualify.

This is the single most misunderstood part of buying a condo in Brevard County right now, and it is completely avoidable if you check the building before you write the offer instead of after. Here is what lenders are actually looking at.

What does it mean when a condo is not warrantable?

Conventional loans that get sold to Fannie Mae or Freddie Mac have to meet project level standards, not just borrower level standards. When a condo project meets those standards, the industry calls it warrantable. When it does not, it is non warrantable, and your conventional loan options shrink hard.

The common reasons a Space Coast condo project fails are things a buyer has zero control over: unresolved structural issues, insufficient reserve funding, pending litigation involving the association, a high share of units held as rentals or by a single owner, or a required inspection that has not been completed. None of that shows up on your credit report. All of it shows up in the association documents.

Fannie Mae publishes a project lookup through its Condo Status Finder. It is worth checking a building's status there early, because a project that has been flagged is not a small problem to solve during a 30 day contract.

What is a milestone inspection, and which Brevard County buildings need one?

Florida law now requires a milestone inspection on older condo buildings. Under Section 553.899, Florida Statutes, condominium and cooperative associations must have a milestone inspection performed on each building three stories or more in height by December 31 of the year the building reaches 30 years of age, based on the date the certificate of occupancy was issued, and every 10 years after that.

The inspection runs in two phases. Phase one is a visual examination by a licensed architect or engineer. If phase one turns up no signs of substantial structural deterioration, phase two is not required. If it does, the association is looking at a deeper investigation and, often, an assessment to pay for the repairs.

For the Space Coast this matters enormously, because a large share of the oceanfront condo inventory in Cocoa Beach, Cape Canaveral, Satellite Beach, and Melbourne Beach was built well over 30 years ago. Those are exactly the buildings inside the rule.

What is a structural integrity reserve study?

A structural integrity reserve study, usually shortened to SIRS, is a required study of the reserves needed for the structural components of the building. Under Section 718.112, Florida Statutes, associations that existed on or before July 1, 2022, and that are controlled by unit owners rather than the developer, were required to complete a structural integrity reserve study by December 31, 2025, for each building three stories or higher.

An association required to complete a milestone inspection on or before December 31, 2026, may complete the reserve study at the same time, but the reserve study cannot be completed after December 31, 2026.

The reason a buyer cares: the study drives the funding number. A building that discovers it is badly underfunded on structural reserves is a building headed for higher monthly fees, a special assessment, or both. What if the building is not approved for conventional financing?

Non warrantable does not automatically mean unfinanceable. FHA and VA run their own separate project approval processes, so a building that fails conventional standards may still be approved through one of those channels. HUD maintains a public FHA approved condominium lookup you can search by name or location before you ever tour a unit.

Beyond that, portfolio loan products and cash are the remaining paths. Both change the math. Cash narrows your buyer pool when you go to resell, which is the part most buyers forget. If you cannot finance it today, the person buying it from you in six years probably cannot either, and that shows up in your resale price.

What should you check before you write an offer on a Space Coast condo?

Does this apply to every condo in Brevard County?

No, and that is the useful part. The milestone inspection and reserve study requirements are tied to buildings three stories or more in height. A two story garden style condo building in Melbourne or Rockledge sits outside those specific requirements, which is one reason low rise Space Coast condo product has behaved differently from oceanfront mid rise product.

That does not make a low rise building automatically safe. It means the diligence questions shift toward reserves, insurance, and deferred maintenance rather than toward the milestone timeline.

Can I get a mortgage on an older Cocoa Beach condo?

Often yes, but it depends on the building rather than on you. If the association has completed its milestone inspection and structural integrity reserve study and is adequately funded, financing usually works normally. If it has not, check FHA and VA project approval as alternate paths before assuming the building is off the table.

Who pays for a special assessment on a Space Coast condo?

It depends on when the assessment was levied and what your contract says. This is negotiated, not automatic, which is exactly why the association documents and board minutes need to be reviewed during your inspection period on any Brevard County condo purchase.

Are condo fees higher on the Space Coast because of these rules?

Reserve funding requirements have pushed monthly costs up in many older Florida buildings, including on the Space Coast. Compare the total monthly cost of ownership between buildings, not just the list price, because two Cape Canaveral units at the same price can carry very different monthly numbers.
