Melbourne Village is a separate incorporated town of about six tenths of a square mile, surrounded by West Melbourne except on its northeast edge. It was founded in 1947 by three women from Dayton, Ohio as an intentional community organized by the American Homesteading Foundation, and incorporated in 1957 specifically to avoid being annexed. At the 2020 census the population was 681, the smallest incorporated municipality in Brevard County.
More than ninety percent of lots run a third of an acre to a full acre, with native oak and pine canopy typically covering more than thirty percent of the ground. The town adopted a growth plan with building coverage limits and green space protections to keep it that way.
A seven-member town commission, unpaid, non-partisan, on two-year staggered terms. For a town of 681 people that means the people making land use decisions are neighbors, and the meetings are small enough to attend.
The American Homesteading Foundation is a separate non-profit and explicitly not a homeowners association. It owns and manages more than fifty acres of parkland, a community pool and a recreation hall. Membership is open to resident owners and to tenants on leases of a year or longer.
Early residents built their own homes, in some cases from surplus military barracks moved from nearby bases. The original town hall on Hall Road is a 1941 building relocated in 1948 from Naval Air Station Banana River and restored in 2003.
